Summary of Privacy StatementThis policy covers how the Carlow Pre-Planning Report Service treats Personally Identifiable Information (“PII”) that is collected, stored and processed by the service. This service is used to create pre-planning reports for anyone in Carlow that is interested in learning how a site boundary may be regarded during a planning application process by Carlow County Council. Reports are delivered online, and a link to the report is delivered to the requestor by email after they submit the report form. Once an email is delivered (usually within a minute of a report being requested), the email address is deleted from the server. Pin Point Alerts Ltd. operates this service on behalf of Carlow County Council and is the Data Controller and Data Processor. This Kilkenny-based company processes subscriber personal data, secures this personal data, and the various company policies that adheres to General Data Protection Regulation. |
The following Personally Identifiable Information (“PII”) is gathered from website users that request reports:
1. Email Address
i. DELIVER REPORTS: Email addresses are used to deliver email reports to requestors that use the service.
2. IP address
An Internet protocol (“IP”) address is the unique number assigned to your Internet communicator device or Internet Service Provider (“ISP”). The service may track such IP addresses for system administration, site tracking, to prevent the service from being abused and for other uses described in this Privacy Policy. For example, if suspicious activity is based on IP address activity then we have the ability to block this IP address or range at any time.

Note: While this service is provided to Carlow County Council by Pin Point Alerts Ltd., the Council is neither the data controlloer nor a data processor. The PII is limited to the report requestor's email address and IP address, and neither data item is visible to the Council at any time. Pin Point Alerts Ltd. is the only company that can access the PII.
The people that are given access to your personal information:
Pin Point Alerts Ltd is the sole owner of the service and application database. PII details are solely used for the purposes set out above. At no time is the service website or database made available to external 3rd parties, including Carlow County Council, nor is it foreseen to engage with external companies that can access the service or database at any time. If this policy changes then all subscribers will be notified in writing.

We have put in place reasonable and appropriate physical, electronic, and managerial procedures to help safeguard information we collect through this service. However, you should know that no company, including Pin Point Alerts Ltd, can fully eliminate security risks associated with Personally Identifiable Information (PII).
Automatic Deletion of PII (i.e., email addresses) as a service
As per summary above, the report requestor's email address is deleted from the application server within a few moments of the report link being delivered by email. Therefore, the system does not store permanent records and there is no need to request email address removal.

Where does the Personally Identifiable Information (PII) database and backups reside?
All aspects of this service including databases and websites are hosted within the European Union. At no stage is PII stored for longer than is necessary; usually less than 5 minutes until repoerts are emailed. Backups are fully encrypted and stored securely in Ireland for a maximum period of 14 days before self-deleting. We are happy to share further information on our storage and security practices with our clients and subscribers at any time.

How We May Update Our Privacy Policy
From time to time, we may collect and use Personally Identifiable Information (PII) in ways not previously disclosed in our Privacy Policy. For example, if new features come on board that require the service to store further PII then we will advise you about this. Therefore, if our information practices change we will post any adjustments to our policy on this website and change the “Last Updated” date above. Unless additional notice or further consent is explicitly required by applicable laws, this will serve as your notification of these changes. You will not be “auto-consented” into any new parts of the service that require additional PII.
