About Carlow Pre-Planning Reports

Carlow County Council is offering this free service to prospective planning applicants to provide background information about their proposed site boundary. Many factors are used by the Council to determine if a site location is suitable for planning and the “pre-planning reports” available on this website highlight the suitability based on several criteria. For example, if a site boundary is located within a Special Area of Conservation (SAC), then it may impact the planning decision. These reports let you know if your proposed site is within an SAC as well as numerous other lookup layers of information, and you can decide from there if it is worthwhile to proceed with an application for planning permission.

It is quick an easy to create your free pre-planning report. You can use the Create Report form and use the map to highlight your proposed site boundary. Once you submit your request, it will take a few seconds to build your report. You will also receive an email with a link to your report so you can revisit the report at a later time.

Carlow County Council uses several "lookup layers" of mapped information which are individually cross-referenced against your proposed site boundary. This information is collated across a number of topics, as follows:

How long does it take to create my report?
It should take less than a minute for the report to be created. After you submit the form to request your report, the website will load a holding page with a countdown. The page will refresh once the countdown expires and your report will load on screen. You will also receive an email with a link to your report.
Who owns the data used in the pre-planning reports?
With several lookup layers, the pre-planning reports use a variety of data sources. Many of the lookup layers are generated in-house by Carlow County Council and these include zoning boundaries, landscape characterization reports, and others. Meanwhile, 3rd party datasets are provided by other state agancies such as National Parks and Wildlife, Ordance Survey Ireland, National Inventory of Architectural Heritage, and others. In each case, the data used in the report is either owned by Carlow County Council or it is available using an open data licence which means it can be used on this service. The report includes popup links for each lookup layer to highlight the data owner and any copyright/licence information.

Who owns the lookup data in the pre-planning reports?
The data owner for each lookup layer is identified in the pre-planning report. A popup hyperlink allows the reader to view the data owner along with any licensing information for individual layers. In all cases, the data used is made available for use in these reports. This includes Carlow County Council's lookup layers (e.g., zonings, planning applications) and 3rd party data sources such as Ordnance Survey Ireland, National Parks & Wildlife, and others.

The lookup layers used in these pre-planning reports are provided "as is" by Carlow County Council and many 3rd party data providers. At all times, Carlow County Council aims to provide the most up to date version of the data, but data omissions may occur from time to time and this is outside the control of the Council. For example, the Council is reusing 3rd party data from web services that may not always be up to date. For this reason, the service is offered as an information service and you should always consult the Council in advance of applying for planning permission. The Council is not responsible if any lookup layers return outdated information in your pre-planning report.
